Both platforms, classified as Very Large Online Platforms under EU regulations, have disclosed their user statistics, underscoring their influence in the region. TikTok reported 169.7 million monthly active users in the EU by the end of June 2025—a notable 12.8% increase from the previous year, adding 19.2 million users since June 2024. In contrast, Instagram boasted a larger user base, with 281.8 million monthly active users. Though Instagram’s growth rate was comparatively modest, with a 4.7% increase or 12.7 million new users over nine months, it still maintains a substantial lead of over 112 million users. The two platforms have been growing consistently, with TikTok adding an average of 1.6 million users per month, slightly outpacing Instagram’s average of 1.4 million per month.
